Musina Local Municipality shall adjudicate Tenders in accordance with the Supply Chain Management Policy and the Preferential Procurement Policy Framework Act, 2000.
Tender documents containing the Conditions of Tender will be available from the Cashier, Musina Civic Centre, 21 Irwin Street, as from Wednesday, 20th January 2021, upon a non-refundable fee as indicated above.
Prospective bidders are required to submit fully completed, priced, signed and initialed bid documents in a sealed envelope marked with the “Bid number and description”. The bid document must be deposited in the designated Tender box located at the reception area of Musina Local Municipality Civic Centre, 21 Irwin Street, not later than the closing date and time. NB. All prescribed supporting documents bids as specified in the bid document must be attached. No late, faxed or telephonic bids will be accepted. Tenders/Bids will remain valid for 90 (ninety) days.
- For Supply and delivery of Protective clothing, only locally produced or manufactured textile clothing, leather and footwear from local raw material or input with a minimum threshold of 100% for local content will be considered. If the raw material or input to be used for a specific item is not available locally bidders should obtain written authorization from the DTI should they be a need to import such raw material or input, and a copy of authorization letter must be submitted together with the bid document at the closing date and time of the bid. The exchange rate to be used for the calculation of local production and content must be the exchange rate published by the South African Reserve Bank at 12h00 on the date of advertisement. Only bureau of standard (SABS) approved technical specification no 1286:2011 must be used to calculated local content.
- Evaluation criteria – (a) Evaluation in terms of 100% minimum threshold for local production and content. (b) 80/20 and functionality, Minimum threshold for functionality is 70 points
The municipality reserves the right to negotiate further conditions and requirements with the successful Tenderer. Musina Local Municipality is not compelled to accept the lowest or any bid.
Kindly note that Bids document will not be opened in public as it involves face to face meeting which is restricted in terms of Disaster Management Act No.57 of 2002 and Government Gazette No.43258 in relation to Covid-19. The municipality will subsequent to the closing date and time publish on the municipal website a summary list of all bids received. There will be no briefing session for the above tenders to avoid the spread of the global coronavirus pandemic. All queries regarding the bids must be submitted in writing by email to the relevant contact person as indicated above.
The minimum qualifying score for functionality is as indicated above:
Responsive Bids will then be evaluated on the 80/20 Preference Points System as prescribed by the Preferential Procurement Regulations, 2017.
